Numbers 21:13-20

What does Numbers 21:13-20 mean?

This verse isn't just about geography; it's about carefully defining boundaries. By stating the Arnon is the border between Moab and the Amorites, it subtly explains why the Israelites could now claim the land beyond the river – because the Amorites, not the Moabites, had taken it, allowing Israel to advance without violating God's command not to harm the Moabites.

From there they set out and camped on the other side of the Arnon, which is in the wilderness that extends from the border of the Amorites, for the Arnon is the border of Moab, between Moab and the Amorites. Therefore it is said in the Book of the Wars of the LORD, “Waheb in Suphah, and the valleys of the Arnon, and the slope of the valleys that extends to the seat of Ar, and leans to the border of Moab.” And from there they continued to Beer; that is the well of which the LORD said to Moses, “Gather the people together, so that I may give them water.” Then Israel sang this song: “Spring up, O well!—Sing to it!— the well that the princes made, that the nobles of the people dug, with the scepter and with their staffs.” And from the wilderness they went on to Mattanah, and from Mattanah to Nahaliel, and from Nahaliel to Bamoth, and from Bamoth to the valley lying in the region of Moab by the top of Pisgah that looks down on the desert.

What Numbers 21:13-20 means

Following their miraculous deliverance from the fiery serpents, the Israelites journeyed onward and set up camp by the Arnon river. This river served as a crucial boundary, marking the edge of Moabite territory and the lands recently conquered by the Amorites, indicating the Israelites were entering a region where conflict was imminent. This geographical note helps explain why they would soon engage in battle with King Sihon, as they were not encroaching on protected land but on territory seized from the Amorites.

The Shifting Sands of Borders

Borders aren't always permanent lines on a map. Sometimes, they're the result of conflict and conquest.

The Arnon River here serves as a crucial marker, but its significance is complicated. It's identified as the border between Moab and the Amorites. However, the text (and commentators like Poole and Wesley) points out that the Amorites had recently conquered the land north of the Arnon from the Moabites. This detail is vital. It means when the Israelites camped 'on the other side of Arnon' (which, from their perspective entering from the wilderness, was likely the 'near' side as they prepared to cross), they weren't entering Moabite territory but Amorite territory that Moab once held. This geographical complexity helps explain why God could permit them to take the land of the Amorites, even while explicitly commanding them not to attack the Moabites or Ammonites (Deuteronomy 2:9). The territory itself had changed hands, and its new owners were hostile.

God's Journey Through Conflict

The wilderness journey was more than just travel; it was a divine education in sovereignty and justice.

This specific encampment at the Arnon River is more than just a geographical note; it's part of a larger narrative of divine justice and guidance. As Calvin and others observe, the Israelites had just endured immense hardship, including rebellion and plague (fiery serpents). Their journey around Edom and then through this region represents God's intricate plan. He directed them not to disturb the Moabites or Ammonites (Deuteronomy 2:9), but He did allow them to confront and conquer the Amorites who had unjustly taken land. This isn't a free-for-all; it's God's orchestrated deliverance and re-establishing of a just order, even through conquest. The Arnon River, in this context, marks a transition from avoiding one people to engaging another, all under God's sovereign hand.
