Creation's Testimony
The mountains and hills are chosen because they have been silent, enduring witnesses to Israel's entire history. They saw God's faithfulness and Israel's repeated unfaithfulness – their idolatry, their injustice, their turning away from Him.
By calling on nature, God is saying that even the unthinking, inanimate creation is more aware of His justice and His people's sin than they are. The land itself bears witness to their rebellion.
