Herod's mocking wasn't just random cruelty; the "gorgeous robe" likely signified royalty in Jewish custom, making it a deeply sarcastic insult to Jesus' claim of kingship. This act of dressing Jesus in what was seen as a kingly garment, before sending him back to Pilate, ironically fulfilled prophecy by acknowledging Jesus as King, even in their mockery.
And Herod with his soldiers treated him with contempt and mocked him. Then, arraying him in splendid clothing, he sent him back to Pilate. And Herod and Pilate became friends with each other that very day, for before this they had been at enmity with each other.
English Standard Version (ESV)
Jesus has just been sent to Herod by Pilate, who heard Jesus was from Galilee and thus under Herod's jurisdiction. Herod, eager to see Jesus perform a miracle and having heard many stories about him, questioned Jesus at length, but Jesus remained silent. Herod and his soldiers then treated Jesus with contempt, mocking him and dressing him in a shining robe before sending him back to Pilate, thereby initiating a reconciliation between the two rulers through their shared mistreatment of the innocent Christ.
Why did Herod dress Jesus in a 'gorgeous robe'? It wasn't a compliment, but a deliberate act of scorn.
Herod, upon receiving Jesus from Pilate, treated him with 'contempt' and 'mockery.' The 'gorgeous robe' (a bright, shining garment, perhaps white and embroidered with silver) was a deliberate parody of royalty.
