Instruments of Judgment
God uses individuals and nations, even those who are wicked or self-serving, to carry out His plans. Nebuchadnezzar's ambition and military might were not accidental. God sovereignly directed him to be an instrument of His judgment against rebellious peoples, including His own unfaithful Israelites.
Intent vs. Impact
Nebuchadnezzar certainly didn't intend to serve God. His motivations were conquest and power. However, God's overarching plan can utilize human actions, regardless of the actor's intentions, to achieve divine decrees. This highlights that God's sovereignty extends even to the actions of the ungodly.
