This verse powerfully reveals that even the most brutal conquerors, like Assyria, are ultimately just tools in God's hand. They are not acting on their own power but are wielded as the "rod" and "staff" of God's righteous indignation against sin.
Woe to Assyria, the rod of my anger; the staff in their hands is my fury! Against a godless nation I send him, and against the people of my wrath I command him, to take spoil and seize plunder, and to tread them down like the mire of the streets. But he does not so intend, and his heart does not so think; but it is in his heart to destroy, and to cut off nations not a few;
English Standard Version (ESV)
The prophet Isaiah begins a new section by directly addressing the Assyrian empire, which has become a formidable power after conquering Samaria and threatening Judah. God declares that Assyria, despite its might and cruelty, is merely an instrument of divine judgment—a "rod" and "staff" in His hand to punish His disobedient people. This declaration serves as both a warning to the arrogant Assyrians and a comfort to the fearful people of Judah, assuring them that even this mighty empire will ultimately face God's reckoning.
