This verse highlights that the thirty-eight years of wandering were not just a passive delay, but a direct consequence of God's judgment on the "men of war" – the generation that refused to trust Him. It reveals that crossing the Zered brook wasn't just a geographical move, but a symbolic shedding of the disobedient generation, marking the beginning of a new era for Israel.
And the time from our leaving Kadesh-barnea until we crossed the brook Zered was thirty-eight years, until the entire generation, that is, the men of war, had perished from the camp, as the LORD had sworn to them. For indeed the hand of the LORD was against them, to destroy them from the camp, until they had perished.

The text emphasizes that this prolonged wandering and death was a direct consequence of their disobedience and God's oath.
