James highlights that God's original plan was to take a people for himself from the Gentiles, a term previously reserved only for Israel. This wasn't just about individual conversions, but about forming a distinct, new community chosen by God from among the nations.
Simeon has related how God first visited the Gentiles, to take from them a people for his name. And with this the words of the prophets agree, just as it is written, “‘After this I will return, and I will rebuild the tent of David that has fallen; I will rebuild its ruins, and I will restore it, that the remnant of mankind may seek the Lord, and all the Gentiles who are called by my name, says the Lord, who makes these things known from of old.’
English Standard Version (ESV)
This verse is spoken by James at the Council of Jerusalem, which is grappling with whether Gentile believers must follow Jewish law. Peter has just shared his experience with Cornelius, demonstrating God's clear acceptance of Gentiles. James is summarizing Peter's account, emphasizing that God's initial action among the Gentiles was to gather a people for Himself, a concept that challenges the exclusivist views of some Jewish believers.
God's attention shifted, bringing salvation to those outside Israel. What does this 'visit' mean for us?
The verse highlights God's action: 'God first visited the Gentiles.' This wasn't just a casual glance; it signifies God actively showing favor and extending His saving grace to people who were previously considered outside His covenant promises. This was a revolutionary moment, marking the beginning of God taking a people for Himself from among the nations, not just from Israel. It shows God's heart is for all people, breaking down ethnic and religious barriers.
The Bible distinguishes between 'Gentiles' and 'God's 'people.' How did this verse blur that line?
The core of James's argument here is the incredible truth that God is forming a new reality: 'to take out of them a people for his name.' For centuries, 'a people' exclusively referred to Israel. The Gentiles were the 'nations' or 'Gentiles,' separate from God's covenant. James, affirming Peter's testimony, declares that God is now calling individuals from these nations to Himself, forming them into a distinct community—a 'people' in the truest sense—who belong to God and bear His name. This fundamentally changed the understanding of who God's true people are.
What does it mean to be 'a people for God's name,' and why is that the ultimate purpose?
The phrase 'for his name' is incredibly rich. It means this new community of believers, drawn from the Gentiles, is being formed . They are His possession, belonging to Him. They exist to declare, honor, and magnify His name through their lives. This isn't about them earning favor, but about God establishing a group whose very existence points back to His glory and renown. They are called to bear His name, live under His authority, and ultimately, reflect His character to the world.

(14) Simeon hath declared . . . —The Greek form is Symeon, as in 2Peter 1:1 . The use of the old Hebrew form of the Apostle’s name, instead of the more familiar Simon, was natural in the Galilean speaker, and is presumptive evidence in favour of our having a report from notes made at the time. Simeon, or Simon, the name of Peter; but St. Luke, being himself a Hebrew, writes it according as they pronounced it, and not so contracted as the Greeks wrote it. A people; there were some at all times probably amongst the Gentiles who did fear God, as Job and his three friends; but they did not make a people, or such a number as is here spoken of.
