The Goal Wasn't Punishment
Paul is addressing a situation in Corinth where someone had clearly done wrong, and the community was struggling with how to handle it. He had previously written a severe letter (likely the one mentioned in 2 Corinthians 2:4) that caused a lot of grief and soul-searching.
But Paul makes it crystal clear: the reason he wrote wasn't to target the offender or even to necessarily comfort the one who was wronged. Those were consequences, sure, but not the primary purpose of his difficult communication.
