Ever feel frustrated by leaders who seem to neglect or even harm those they're supposed to protect? Zechariah speaks of God's intense anger toward such figures.
The verse opens with God's fury directed at 'shepherds' and 'he-goats.' These aren't literal animals, but powerful metaphors for leadership.
The 'Shepherds'
These represent the spiritual and civil leaders of Judah. They failed in their duty to care for God's people, the 'flock.' Instead of protecting them, they led them astray or exploited them.
The 'He-Goats'
This term points to the more aggressive, dominant, and perhaps lustful among the leaders. Like aggressive male goats, they pushed, wounded, and trampled the weaker sheep, causing immense suffering.
God's anger is hot and directly targets these individuals. Their failure to shepherd properly and their oppressive actions bring divine judgment upon them.
