Paul is saying that God’s promises to Israel haven't failed, even though many Israelites rejected Jesus. This is because the true "Israel" isn't just about physical descent, but about a deeper, spiritual reality of those who belong to God by faith. The word "Israel" itself, Paul hints, carries a dual meaning—one based on lineage and another based on relationship with God.
But it is not as though the word of God has failed. For not all who are descended from Israel belong to Israel, and not all are children of Abraham because they are his offspring, but “Through Isaac shall your offspring be named.” This means that it is not the children of the flesh who are the children of God, but the children of the promise are counted as offspring.
English Standard Version (ESV)
Paul is grappling with the painful reality that many Jewish people, despite their heritage and God's promises, have not accepted Jesus as Messiah. He anticipates the objection that this rejection means God's word has failed, but he immediately pushes back, explaining that true "Israel" isn't just about physical descent, but about those who are part of God's chosen people through faith. This sets the stage for his argument that God's faithfulness is not dependent on the entire nation of Israel, but on His sovereign choice and the spiritual descendants of Abraham.
Have you ever felt like God's promises weren't coming true? Paul addresses this head-on, assuring us that God's Word is solid, even when things look uncertain.
Paul begins by confronting a potential misunderstanding: that if many in Israel are not saved, God's promises have failed. He declares, 'it is not as though the word of God has failed.' This is crucial! God's faithfulness isn't dependent on human response. Even when a nation, or individuals within it, reject Him, His covenants and promises remain true. The 'word of God' here refers to His spoken promises and His covenant faithfulness, which are unbreakable. They will be fulfilled, even if not in the way or to the people everyone expects.
Paul makes a startling distinction: not everyone born into God's chosen people is truly 'Israel.' What does this mean for identity and belonging?
The core of Paul's argument here is the distinction between being an Israelite by physical descent ('Israel after the flesh') and being a true 'Israel' in God's sight ('the Israel of God'). He clarifies that physical lineage alone does not guarantee inclusion in God's covenant people or the fulfillment of His promises. True Israel is defined not by birthright, but by a spiritual reality – a connection to God through faith and the fulfillment of His promises, which are ultimately realized in Christ. This redefines who belongs to God's people, moving beyond mere ethnic or national identity.

Paul's discussion here navigates the tension between God's promises to national Israel and the reality that many within that nation rejected the Messiah, Jesus. The key insight is that 'Israel' in God's plan has always had both a physical and a spiritual dimension, with the latter always being the true fulfillment of His covenant promises.

Paul Writes Romans
Paul writes his letter to the church in Rome from Corinth, addressing theological issues including God's faithfulness to Israel and the inclusion of Gentiles.
This verse is the direct source of the promise quoted by Paul in the subsequent verses, illustrating that God's promises are specific and not universally applied to all descendants.
Galatians 6:16This passage echoes the idea of a true 'Israel of God,' emphasizing that outward identity isn't the deciding factor, but rather a transformed life through Christ.
John 1:47Jesus' observation about Nathanael being an 'Israelite indeed' highlights the distinction between national identity and genuine, inner reality, mirroring Paul's point in Romans 9:6.
Romans 2:28-29Paul previously distinguished between outward circumcision and inward spiritual circumcision, a concept that directly informs his argument here about who truly belongs to Israel.
1 Corinthians 10:18This verse refers to 'Israel according to the flesh,' which directly parallels Paul's distinction in Romans 9:6 between those who are physically descended from Israel and those who are truly 'Israel.'

Verses 6-13. - (2) (a) After this avowal of his deep sorrow, and his reasons for feeling it, the apostle now proceeds to deal with the subject. First (as has been said above) he shows (vers. 6-13) that the present exclusion of the great majority of the Jews from Christian privileges does not imply any unfaithfulness on God's part to his ancient promises; and thus it follows that…
