Romans 9:18-21

The verse emphasizes that God's actions of mercy and hardening are entirely based on "His Will." This isn't just about God passively allowing things to happen; the term for "hardens" can imply a judicial act, meaning God can actively withdraw His softening influence or even deliver people up to their sinful desires as a consequence for their choices.
So then he has mercy on whomever he wills, and he hardens whomever he wills. You will say to me then, “Why does he still find fault? For who can resist his will?” But who are you, O man, to answer back to God? Will what is molded say to its molder, “Why have you made me like this?” Has the potter no right over the clay, to make out of the same lump one vessel for honorable use and another for dishonorable use?
English Standard Version (ESV)
Paul is addressing the tension between God's sovereignty and human responsibility, specifically regarding salvation. He has just asked if God is unjust for choosing Jacob over Esau, and now he concludes that God has mercy on whomever He wills and hardens whomever He wills, directly referencing God's statement to Moses in Exodus. This assertion sets the stage for him to explain why God acts this way, even though it seems unfair to human reasoning.
Ever wondered why some people seem to receive God's mercy while others don't? Paul gets straight to the heart of it, pointing to one ultimate source.
Paul's declaration in Romans 9:18 isn't an abstract theological debate; it's the culmination of his argument about God's sovereign choices. He emphasizes that God's mercy and hardening are not based on human merit or external factors, but on His own unhindered will.
When we hear that God 'hardens,' it can sound like He's arbitrarily making people resistant to Him. But the biblical picture is more nuanced.
The concept of God 'hardening' someone is not about God arbitrarily creating hardness where none exists. Instead, it's understood as a judicial act, a response to a person's persistent rebellion and sin.

The Apostle Paul actively evangelizes throughout the Roman Empire, establishing churches and writing letters that address theological and practical issues faced by believers, including the profound theological questions explored in Romans.
This passage directly states God's intention to harden Pharaoh's heart, illustrating the concept of God's sovereign action in hardening someone's heart, which is a direct parallel to Romans 9:18.
Exodus 33:19God tells Moses, 'I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.' This statement from the Old Testament is the very basis for Paul's assertion in Romans 9:18, showing the continuity of this divine prerogative.
Deuteronomy 32:39This verse proclaims, 'See now that I, even I, am he, and there is no god besides me; I kill and I make alive; I wound and I heal; and there is none that can deliver out of my hand.' This highlights God's ultimate power over life and death, and by extension, over showing mercy or hardening, mirroring the sovereignty expressed in Romans 9:18.
John 12:40This verse quotes Isaiah 6:10, stating, 'He has blinded their eyes and hardened their heart, lest they see with their eyes, and understand with their heart, and turn, and I heal them.' This shows a prophetic and fulfilled example of God's action of hardening, aligning with the theme in Romans 9:18.
Proverbs 16:4The verse says, 'The Lord has made everything for its purpose, even the wicked for the day of trouble.' This suggests that even those who are wicked have a purpose in God's sovereign plan, which can include their hardening or judgment, echoing the divine will presented in Romans 9:18.

18 . whom he will ] The emphasis is of course on these words, in each clause: to us, the only account of the differences of His action is His Will. The following verses prove beyond fair question that St Paul means fully to enforce this truth, intensely trying as it is to the human heart. He lays it down without mitigation or counterpoise: not that there is no mitigation; but mitigation is far from…

Therefore hath he mercy on whom he will,.... These are the express words of the former testimony: it follows, and whom he will he hardeneth; which is the just and natural consequence of what is contained in the latter; for if God could, or he did, without any injustice, raise up Pharaoh, and harden his heart against him and his people, that he might rise up against him and destroy him by his power…
