This verse isn't just about struggling to do good; it reveals a "law"—a consistent, powerful principle—at play: the moment you intend to do right, something else immediately surfaces to block it. It highlights that this internal conflict isn't a rare occurrence but a predictable pattern, showing how sin actively lies in wait, ready to derail your good intentions.
So I find it to be a law that when I want to do right, evil lies close at hand. For I delight in the law of God, in my inner being, but I see in my members another law waging war against the law of my mind and making me captive to the law of sin that dwells in my members. Wretched man that I am! Who will deliver me from this body of death?
English Standard Version (ESV)
Paul is in the midst of a deep, honest wrestling match with the reality of sin. He's just described how God's good law actually highlights his own sinfulness, making him realize his captivity to it. This verse is his conclusion about this internal struggle: even when he has the best intentions and desires to do good, the power of sin is always lurking, ready to sabotage his efforts.
Ever feel like doing right is an uphill battle, and the moment you decide to do good, something holds you back? Paul gets it.
Paul describes a persistent reality in the human experience: "I find then a law, that when I would do good, evil is present with me." He's not talking about a rule imposed from outside, but an internal force, a 'law' of his own being that he experiences.
An Unwanted Guest
This 'law' means that sin isn't just a possibility, it's a constant, readily available force. It lies close at hand, ready to spring into action the moment a good intention arises. Think of it like an unwelcome roommate who's always there, influencing the atmosphere and making it hard to focus on anything else.
Paul's struggle isn't against God's law, but it certainly highlights its powerful, convicting nature.
It's crucial to understand that Paul isn't saying God's Law is evil. In fact, he affirms its goodness and righteousness elsewhere (Romans 7:12). This 'law' he discovers is the effect of sin within him, amplified by the presence of God's holy standard.
The Convicting Standard
God's Law reveals what is right and good, but it cannot force us to do it, especially when the 'law of sin' is so strong. Instead, the holy Law exposes the depth of our sin and its persistent presence. It's like a bright light shining on a dark room – it shows you the mess, even if it doesn't clean it up. The struggle comes from the tension between our renewed mind's desire to obey God's law and the persistent pull of sin.

cambridgeRomans 7:21: "I find then a law, that, when I would do good, evil is present with me."
21 . I find then , &c.] The Gr. construction of this verse is difficult. But the explanation is helped by remembering that the law , not “ a law,” is the right version; and all analogy of passages leads us to refer this to the Divine Law. There can thus be little doubt of the practical meaning of the verse:—“such is the relation between me and the Law, that my will is with it, my action is against it.” The Gr…
