The text emphasizes not just a new heaven and earth, but one where the restless, tumultuous "sea" is completely gone. This absence signifies the final end of all chaos, division, and the turbulent forces that disrupt peace, pointing to an eternal state of profound stillness and unity.
Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away, and the sea was no more. And I saw the holy city, new Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband. And I heard a loud voice from the throne saying, “Behold, the dwelling place of God is with man. He will dwell with them, and they will be his people, and God himself will be with them as their God.
English Standard Version (ESV)
John has just witnessed the final judgment and the destruction of the old order, which is a stark contrast to the glorious new reality he sees unfolding. This vision ushers in the eternal state, not a temporary renewal of the current world, but an entirely new creation where God's presence fully dwells with His redeemed people.
What does it mean for the old heaven and earth to 'pass away'? Is it a renovation, or something entirely different?
Revelation 21:1 announces a radical, not incremental, change. The original Greek uses words that highlight a complete making-new, a quality of being fresh and unused.
Not Just a Facelift
This isn't about patching up the old world or giving it a fresh coat of paint. The terms used speak to a kainos newness – a new kind, a new quality, not just a neos newness (something recently made).
A Total Transformation
It signifies the complete removal of the old order, with all its sin, decay, and suffering, to make way for something entirely perfect and eternal. As Bengel notes, it's 'all things entirely new and perfect for eternity.' The old system is done; the new is fully realized.
Why is the absence of the sea so significant in this vision of perfection?
The mention of 'no more sea' isn't just a geographical change; it's deeply symbolic. The ancient world often viewed the sea as a place of chaos, unpredictability, and separation.
Symbol of Chaos
In biblical imagery, the sea can represent restless, uncontrollable forces, even the source of monstrous opposition (like the beast in Revelation 13). It's associated with turmoil and the unknown.
Peace and Unity

Its absence signals the end of all such chaos. It points to a state of perfect peace, stability, and uninterrupted fellowship. As Henry suggests, it represents freedom from 'conflicting passions, temptations, troubles, changes, and alarms.' It's a realm where division and distress are no more.
