What's easy to miss is that these "ten kings" haven't actually received their power yet; they will gain it alongside the beast for a very short, specific time. This highlights that their future authority is entirely dependent on and aligned with this beastly power, not an independent force.
And the ten horns that you saw are ten kings who have not yet received royal power, but they are to receive authority as kings for one hour, together with the beast. These are of one mind, and they hand over their power and authority to the beast. They will make war on the Lamb, and the Lamb will conquer them, for he is Lord of lords and King of kings, and those with him are called and chosen and faithful.”
English Standard Version (ESV)
The angel is about to explain the symbolic vision of the beast and the woman to John. He clarifies that the "ten horns" represent ten kings or kingdoms that haven't yet fully received their power but will soon reign alongside the beast for a brief, crucial period. This future alliance of powers is united in their opposition to God.
Why does the text emphasize that these 'ten horns' have 'not yet received royal power'? It points to a future unfolding of events.
The vision of the ten horns in Revelation 17 is not describing powers that existed in John's day. The text explicitly states they 'have not yet received royal power.' This highlights that the prophecy speaks of a future era where these entities will emerge.
What does it mean for these kings to reign for 'one hour'? It’s a powerful metaphor for a limited, yet significant, period of influence.
The phrase 'for one hour' is not meant to be a literal 60 minutes. In biblical prophecy, 'hour' often symbolizes a specific, appointed, and limited time.

Are these 'ten kings' literal monarchs, or do they represent something broader? The symbolism points to a wider scope of opposition.
The text uses 'ten horns' and 'ten kings' symbolically. While some commentators suggest they might represent literal kings or specific governments, the broader consensus points to a symbolic representation of divided, yet unified, powers.
