The verse emphasizes that this mark is not just a physical brand, but a sign of total allegiance, affecting "right hand or forehead"—symbolizing complete control over one's actions and thoughts. This mirrors ancient practices of marking slaves or soldiers to denote absolute ownership and service.
Also it causes all, both small and great, both rich and poor, both free and slave, to be marked on the right hand or the forehead, so that no one can buy or sell unless he has the mark, that is, the name of the beast or the number of its name.
English Standard Version (ESV)
The previous verses describe a powerful second "beast" with lamb-like horns but a dragon's voice, which promotes the worship of the first beast. This second beast performs deceptive signs and enforces loyalty, ultimately threatening anyone who refuses to acknowledge the first beast's authority. This leads directly to the imposition of a universal mark, signifying allegiance to this deceptive power.
The text says 'all, both small and great, both rich and poor, both free and slave.' What does this sweeping declaration really mean? It’s more than just a list – it's a statement about total control.
This verse paints a stark picture of the beast's power. The repeated phrases – small and great, rich and poor, free and slave – aren't just random categories. They cover every possible social, economic, and political division within humanity.
Total Reach
This isn't a mark for a select few or a specific group. It's designed to encompass everyone. The beast seeks absolute dominion, leaving no segment of society untouched or exempt from its influence and demands.
Symbol of Submission
Whether on the right hand (representing actions and work) or the forehead (representing thought and profession), the mark signifies complete allegiance. It's a visible declaration that one belongs to and serves the beast's system.
The beast's mark isn't original; it's a twisted echo. How does this act of imitation reveal the enemy's strategy and God's sovereignty?
Revelation consistently portrays the forces of evil as attempting to mimic or counterfeit divine actions. Just as God seals His servants (Revelation 7:3), the beast forces a mark on its followers.
The Counterfeit
This mark is a perversion of God’s seal. While God’s seal signifies ownership, protection, and belonging to Him, the beast’s mark signifies ownership by the beast and submission to its authority and system.

Identifying Allegiance
Both the divine seal and the beast’s mark serve as identifiers. They distinguish between those who belong to God and those who belong to the opposing force. The placement on the hand and forehead underlines that this allegiance is meant to permeate every aspect of a person's life – their actions and their innermost thoughts.

The imagery of a mark on the hand or forehead draws from ancient practices of branding slaves, soldiers, or religious devotees to signify ownership or allegiance. Imperial Cult demands allegiance
The Roman Empire demanded citizens participate in the imperial cult, offering sacrifices and acknowledging the emperor's divine status, which conflicted with Christian monotheism.
Paul's reference to bearing the marks of Jesus highlights a parallel concept of being identified with a master, contrasting the 'marks' of Christ with the 'mark' of the beast.
