The verse uses a particular phrasing for "turned again the captivity" that subtly suggests God didn't just reverse their situation, but was actively bringing back those who themselves were returning. This emphasis highlights that their return was a two-sided movement: God's powerful action alongside their own obedience and yearning to come home.
When the LORD restored the fortunes of Zion, we were like those who dream. Then our mouth was filled with laughter, and our tongue with shouts of joy; then they said among the nations, “The LORD has done great things for them.”
English Standard Version (ESV)

The restoration felt so astonishing and good that it was hard to believe it was real, like waking up from an amazing dream to find it true. This memory sets the stage for their prayer that God would bring them out of their current struggles and return them to their land, just as He did before.
