Numbers 35:9-15

What does Numbers 35:9-15 mean?

This seemingly simple phrase, "And the LORD spoke to Moses, saying," isn't just a preamble; it signals a shift. God is about to impart crucial regulations, underscoring that even the establishment of cities of refuge—places of safety—is an act of divine instruction, not human invention. It highlights that these laws, designed to preserve life and uphold justice, originate directly from God's heart.

And the LORD spoke to Moses, saying, “Speak to the people of Israel and say to them, When you cross the Jordan into the land of Canaan, then you shall select cities to be cities of refuge for you, that the manslayer who kills any person without intent may flee there. The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment. And the cities that you give shall be your six cities of refuge. You shall give three cities beyond the Jordan, and three cities in the land of Canaan, to be cities of refuge. These six cities shall be for refuge for the people of Israel, and for the stranger and for the sojourner among them, that anyone who kills any person without intent may flee there.

What Numbers 35:9-15 means

The LORD is about to give Moses detailed instructions concerning the cities of refuge, a system designed to protect those who had accidentally caused someone's death. This divine command follows the instructions for the Levites' cities and is a crucial part of the laws governing Israel as they prepared to enter the Promised Land, ensuring justice and order while accounting for human error. The commands that follow will clarify the distinction between unintentional manslaughter and premeditated murder, outlining the procedures for justice and refuge.

A Divine Mandate Begins

Every instruction in Scripture, from the grandest commandment to the smallest detail, begins with a divine word. This verse marks the start of a crucial legal and theological development.

This simple opening, 'And the LORD spoke to Moses, saying,' is profound. It signifies that the instructions that follow are not human suggestions but direct commands from God Himself. This is the foundation of all law and order in ancient Israel, and it underscores the absolute authority of God's word.

God's Voice, Moses's Role

Divine Source: The phrase 'the LORD spoke' is paramount. It assures us that the principles of justice and mercy about to be laid out are rooted in God's own character and will.
Mediator: Moses acts as the crucial link, receiving God's words and relaying them to the people. His role is to be faithful in transmitting this divine communication, ensuring it reaches the community.
Implication: When we read these subsequent laws, we're not just reading ancient regulations; we're hearing God's voice establishing how His people should live and relate to one another, especially in matters of life and death.

Laying the Groundwork for Justice and Mercy

Before diving into specific laws, this verse introduces a context where both severe justice and compassionate protection are vital. It’s the preamble to a complex system of accountability.
