Balak's Strategic Goal
Balak brought Balaam, a renowned sorcerer, with the explicit intention of cursing the Israelites. His goal was to weaken them militarily and spiritually so Moab could defeat them. He saw Balaam as a powerful tool, almost a weapon, to achieve this end.
The Unexpected Outcome
Instead of cursing Israel, Balaam’s pronouncements were entirely positive – blessings. This completely subverted Balak's plan and left him bewildered and angry. The phrase "blessed them altogether" emphasizes the completeness of the reversal; there wasn't a single curse uttered, only blessings.
