God's ultimate concern in any miraculous act is His own glory, especially in the eyes of His people. Moses and Aaron were tasked with bringing water from the rock, a powerful demonstration of God's provision. However, their actions—striking the rock twice instead of speaking to it as commanded, and Moses' exasperated words, 'Must we fetch you water?'—failed to highlight God's faithfulness and power.
Instead of pointing to God, their actions and words implicitly pointed to themselves and their own frustration.
