What's often missed here is that Moses is invoking God not just as a protector, but as an active combatant. He’s calling on the Lord to "arise" and scatter His enemies, framing the Israelites' journey as God's own righteous battle. This wasn't just about safety, but about God's power and justice on full display for His people.
And whenever the ark set out, Moses said, “Arise, O LORD, and let your enemies be scattered, and let those who hate you flee before you.” And when it rested, he said, “Return, O LORD, to the ten thousand thousands of Israel.”

The Voice of the People
It's significant that Moses, the mediator and leader, offers this prayer. While Aaron was the High Priest, Moses acted as the primary intercessor and spokesperson for the people before God during their wilderness journey.
