What's often missed here is the leper's delicate balance of faith and humility. While he boldly asserts Jesus' power ("thou canst make me clean"), he also recognizes his complete dependence on Jesus' will ("if you will"). This isn't a lack of faith in Jesus' ability, but a profound respect for His sovereign authority.
And behold, a leper came to him and knelt before him, saying, “Lord, if you will, you can make me clean.” And Jesus stretched out his hand and touched him, saying, “I will; be clean.” And immediately his leprosy was cleansed. And Jesus said to him, “See that you say nothing to anyone, but go, show yourself to the priest and offer the gift that Moses commanded, for a proof to them.”
English Standard Version (ESV)

Suddenly, a man afflicted with leprosy, a disease that rendered him ceremonially unclean and an outcast from society, approaches Jesus. This desperate man, recognizing Jesus' authority and power, falls before Him in worship, humbly pleading for healing.
