The image of a "city set on a hill" powerfully communicates visibility. Cities in ancient Palestine were often built on prominent hills for defense and prominence, making them impossible to miss. Jesus uses this to show that His followers, by their very nature and calling, cannot remain hidden.
This isn't about seeking human attention, but about acknowledging that their lives, choices, and faith will be observed. Whether for good or ill, their influence is meant to be apparent. As commentators note, this means disciples "had need be wise and holy, for your conversation can no more be hid than a city that is built upon a hill" (Benson). The world is watching, and the disciples' lives are meant to reveal God's presence and truth, not to be concealed like a lamp under a basket (Matthew 5:15).
