Knowledge Matters
The passage distinguishes between someone who 'knew not' and someone who 'knew.' This isn't about absolute ignorance, but about the level of understanding one possessed. Even those with less knowledge will face consequences for their actions ('did what deserved a beating'), but the punishment will be proportional, 'a light beating.' This reflects the fairness of a judge who understands the circumstances.
Responsibility Scales with Trust
The second part of the verse shifts to a different kind of accountability: stewardship. 'Everyone to whom much was given, of him much will be required, and from him to whom they entrusted much, they will demand the more.'
