The verse takes a familiar, ancient taunt against Moab and turns it into a devastating prophecy. It’s not just that fire will come from Heshbon, but that even those fleeing to Heshbon for refuge will be consumed, showing how even their supposed strength becomes the source of their utter destruction.
“In the shadow of Heshbon fugitives stop without strength, for fire came out from Heshbon, flame from the house of Sihon; it has destroyed the forehead of Moab, the crown of the sons of tumult. Woe to you, O Moab! The people of Chemosh are undone, for your sons have been taken captive, and your daughters into captivity.
