The people are frantically rushing to their rooftops, a vivid image of panic and confusion, but the prophet's pointed question, "What do you mean...?" reveals this isn't just about fear. It's a profound, almost bewildered challenge to their entire mindset—why are they reacting this way, and what does it reveal about their deeper spiritual state in this "valley of vision"?
The oracle concerning the valley of vision. What do you mean that you have gone up, all of you, to the housetops, you who are full of shoutings, tumultuous city, exultant town? Your slain are not slain with the sword or dead in battle.
English Standard Version (ESV)
This oracle, directed at Jerusalem, the "valley of vision," comes amid a national crisis, likely the Assyrian invasion under Sennacherib. The prophet Isaiah is dismayed to find the populace on their rooftops, not in repentance or sober preparation, but in a state of festive confusion, seemingly celebrating or panicking in response to the threat. This contrasts sharply with Isaiah's own grief and his foreboding of divine judgment, revealing a deep disconnect between the people's revelry and the impending danger.
Why would a city known for its spiritual significance be called a 'valley'? This title holds a deeper meaning for Jerusalem.
The phrase 'valley of vision' is a powerful descriptor for Jerusalem. While geographically Jerusalem is situated in a mountainous region, it's described as a 'valley' in comparison to the even higher surrounding hills. More importantly, it was the place where God's will was most clearly revealed through prophets and visions.
This name highlights a crucial tension: a city chosen by God, uniquely positioned to receive His Word, yet often failing to live up to that calling. It’s a reminder that even places and people set apart for God can struggle with their identity and purpose.
What does it mean when an entire city rushes to its rooftops in alarm?
The image of everyone going up to the housetops is a vivid picture of widespread panic and confusion. In ancient cities, flat rooftops were public spaces used for various activities – gathering, watching, and communicating. When danger approached, people would rush to these vantage points to see what was happening, to look for approaching enemies, or to cry out for help.
This collective movement to the housetops signals a city in distress, a community thrown into disarray by impending threat. It suggests a loss of normal order and a desperate search for safety and information.

While the city celebrates, the prophet is overcome with sorrow. What explains this stark contrast?
Isaiah's immediate question, "What aileth thee now?" coupled with the imagery of the panicked city, sets up a profound contrast. The commentators point out that while the people are on the housetops in a state of alarm (perhaps even turning it into revelry, as hinted in later verses), Isaiah himself is consumed by grief. This isn't just a passive observation; it's a deep anguish stemming from his understanding of God's judgment.
He sees beyond the immediate panic or the potential for reckless celebration. He perceives the spiritual state of the people – their insensitivity and lack of true repentance – which means God's judgment is not averted but imminent. His sorrow is for their spiritual blindness in the face of impending doom.
