They are the 'rod' and the 'staff' – instruments of punishment against a disobedient people. However, this does not make them equals to God, nor does it absolve them of responsibility. The commentaries emphasize that while God uses their power to chasten His own people, their arrogance and cruelty will not go unchecked. They are like an axe or saw that boasts against the one who wields it – its function is mechanical, dependent on the user. This highlights a crucial distinction: God's sovereignty over all powers, even those that seem terrifyingly independent.
