God's question, "What shall I do with you?" isn't about His inability, but the frustrating futility of trying to hold onto their fleeting "goodness." Their love for Him is compared to a morning cloud and dew, not just because it vanishes, but because it promises something substantial—like rain—only to disappear without impact.
What shall I do with you, O Ephraim? What shall I do with you, O Judah? Your love is like a morning cloud, like the dew that goes early away. Therefore I have hewn them by the prophets; I have slain them by the words of my mouth, and my judgment goes forth as the light. For I desire steadfast love and not sacrifice, the knowledge of God rather than burnt offerings.
English Standard Version (ESV)
After a call for Israel and Judah to return to the Lord with sincerity, God laments their fickle devotion. He questions what more He can do to bring them back, as their apparent love and goodness quickly fade like a morning mist or morning dew that vanishes with the rising sun. This shows their repentance is superficial and doesn't last, leaving God unsure how to proceed with them.
Have you ever felt like you're trying everything to help someone, but they just won't change? God expresses a similar, profound sorrow here.
God's question, 'What shall I do with you?' isn't about Him lacking power or ideas. It's a lament, a cry of exasperation born from deep love.
A Divine Dilemma
We all want to be good people, right? But what if that goodness is as unreliable as a fleeting weather pattern?
The imagery of the 'morning cloud' and 'early dew' powerfully describes the shallow and temporary nature of Ephraim and Judah's devotion.

This passage describes Judah's spiritual adultery and abandonment of God, comparing their 'broken cisterns' to God as the 'fountain of living waters,' mirroring the transient and unreliable nature of Ephraim and Judah's 'goodness' in Hosea.
Isaiah 5:4Here God asks what more He could have done for His vineyard, similar to Hosea's question, 'What shall I do with you?' Both passages highlight God's efforts and the people's failure to produce lasting fruit.
Matthew 13:20-21Jesus' parable of the sower describes seed sown on rocky ground as those who hear the word and receive it with joy, but because they have no root, they endure only for a time. This directly parallels the fleeting nature of Ephraim and Judah's 'goodness' that quickly vanishes.
John 4:14Jesus offers 'living water' that will become a 'spring of water welling up to eternal life,' contrasting with the temporary nature of earthly things. This speaks to the enduring reality of God's presence and provision compared to the ephemeral 'goodness' described in Hosea.
Proverbs 4:18This verse contrasts the path of the righteous, which shines brighter and brighter, with a path that fades. It provides a thematic parallel to the transitory 'goodness' of Ephraim and Judah, which does not lead to sustained spiritual progress.

O Ephraim, what shall I do unto thee? - It is common with the prophets, first to set forth the fullness of the riches of God's mercies in Christ, and then to turn to their own generation, and upbraid them for the sins which withheld the mercies of God from "them," and were hurrying them to their destruction.
