Hebrews 9:21-23

While the text doesn't explicitly detail this event, the author includes it to show that everything connected to worship—the sacred tent and all its instruments—needed this blood sprinkling to be consecrated. This emphasizes that no part of God's earthly dwelling place or service could be considered holy or usable without the purifying power of blood.
And in the same way he sprinkled with the blood both the tent and all the vessels used in worship. Indeed, under the law almost everything is purified with blood, and without the shedding of blood there is no forgiveness of sins. Thus it was necessary for the copies of the heavenly things to be purified with these rites, but the heavenly things themselves with better sacrifices than these.
English Standard Version (ESV)
The writer is continuing the argument that the first covenant wasn't put into effect without blood. After describing how Moses sprinkled the book and the people, he adds that Moses also sprinkled the tabernacle and all its associated service vessels with blood. This act, though not explicitly detailed in the Pentateuch's account of the tabernacle's initial setup, was understood by tradition to be essential for consecrating the entire sanctuary system, mirroring the covenant's ratification.
Did the Bible really record every single detail of the Old Testament rituals? It seems this verse describes something not explicitly written in the Pentateuch itself.
The author of Hebrews is drawing on a rich tradition, possibly including oral traditions or historical accounts like Josephus, to illustrate the thoroughness of God's covenant inauguration.
Why was blood so central to the Old Testament ceremonies? It wasn't just about making things look clean; it represented something far more profound.
The sprinkling of blood on the Tabernacle and its vessels served two critical functions: it ratified the covenant and it purified everything connected to it.

While the Old Testament text primarily details the anointing of the Tabernacle and its vessels, tradition and the writer of Hebrews suggest a broader application of blood-sprinkling, extending to the Tabernacle and its furnishings. This emphasizes that purity and access to God, even under the Old Covenant, required the application of blood to all things involved in worship, mirroring Christ's ultimate sacrifice.

ellicottHebrews 9:21: "Moreover he sprinkled with blood both the tabernacle, and all the vessels of the ministry."
(21) He sprinkled with blood. —Rather, he sprinkled in like manner with the blood. It is singular that the word rendered “in like manner” (found in the Bishops’ Bible, “likewise,” and in other versions) should have been overlooked in the Authorised version. The incident here mentioned belongs, of course, to a later date. It is not expressly recorded in Scripture, but is related by Josephus…

He sprinkled ...both the tabernacle - This circumstance is not stated by Moses. On the probability that this was done, see notes on Hebrews 9:19 . The account of setting up the tabernacle occurs in Exodus 11:1-10 . In that account it is said that Moses "anointed" the tabernacle with the holy anointing oil; Hebrews 9:9-11 .
