Habakkuk poses a series of rhetorical questions: "Was your wrath against the rivers, O LORD? Was your anger against the rivers, or your indignation against the sea?" He's not suggesting God was angry with the waters. Instead, he's emphatically stating the opposite.
Not About Nature's Offense
When God parted the Red Sea or the Jordan River, it wasn't because the water had somehow offended Him. The waters weren't deserving of His wrath. The commentaries confirm this: these natural elements were not the objects of God's displeasure.
For His People's Salvation
Rather, these acts were demonstrations of God's power for His people. His
