When Habakkuk cries out about the impending invasion, God's first response isn't to deny the threat but to reveal His agency in it. He states plainly, 'I am raising up the Chaldeans.'
A Divine Commission
This doesn't mean God approves of their cruelty. Instead, it highlights His sovereign power. He permits, directs, and even 'raises up' nations and individuals, using their own flawed desires and brutal actions to accomplish His righteous purposes. The Chaldeans are described as 'bitter and hasty' – a people marked by cruelty and swift, merciless action. Their very nature makes them effective instruments of judgment.
Purpose in Judgment
God's use of such a nation is not arbitrary. It serves as a profound indictment of His own people's sins. Just as the Chaldeans seize 'dwellings not their own,' the Israelites had, in many ways, taken what wasn't rightfully theirs through injustice and oppression. God’s judgment often mirrors the sin it seeks to correct.
