A Sovereign Move
The text explicitly states, 'the LORD stirred up the spirit of Cyrus king of Persia.' This isn't just a passive observation that things happened to work out. It's an active declaration of God's intervention. Kings and their decrees, their power and their decisions, are ultimately under God's control.
Why Cyrus?
Cyrus, a non-Israelite king, is used here as a powerful example. The commentaries suggest he likely encountered prophecies about himself (like in Isaiah) and perhaps even had Daniel in his court. Whether through direct revelation or the wisdom of faithful servants, God orchestrated events to fulfill His Word through this foreign ruler.
