The verse lists distinct failings, not just general neglect. Notice the subtle difference between the "driven away" who were forced out and the "lost" who simply wandered off – both situations demanded active care and pursuit, yet the leaders did neither. This highlights their complete dereliction of duty, failing to address both external threats and internal wandering with any sense of shepherdly responsibility.
The weak you have not strengthened, the sick you have not healed, the injured you have not bound up, the strayed you have not brought back, the lost you have not sought, and with force and harshness you have ruled them.
English Standard Version (ESV)
God is speaking through Ezekiel, addressing the corrupt leaders of Israel – the shepherds who were supposed to care for His people. Instead of nurturing the flock, these leaders have exploited them, neglecting the vulnerable and ruling with oppression. This passage is a fierce indictment, setting the stage for God to step in and personally care for His people, contrasting His own perfect shepherding with the failure of those who were meant to lead.
Ezekiel doesn't just say the leaders failed; he paints a vivid picture of their neglect. What does this detailed breakdown tell us about God's expectations?
The leaders of Israel are accused of a comprehensive failure in their role as shepherds. Ezekiel breaks this down into five distinct categories, all related to the care of sheep, but pointing to deeper spiritual and social neglect:
The Neglected Flock
These aren't just minor oversights; they represent a fundamental abdication of responsibility for the well-being of God's people. The leaders treated the flock as if their health, safety, and security were of no consequence.

Beyond just failing to help, the leaders actively harmed the flock. What does it mean to rule 'with force and harshness'?
The indictment against the shepherds doesn't stop at passive neglect. Ezekiel explicitly states they 'ruled them with force and harshness.' This wasn't just a lack of love; it was active oppression and abuse.
The Tyranny of the Leaders
This highlights a critical truth: leadership in God's kingdom is about selfless service and tender care, not domination and self-enrichment.
