Despite God promising to restore Egypt's fortunes and return them to their homeland, the prophecy immediately clarifies this restoration is not to former glory. Instead, they will be a "lowly kingdom," meaning they will be subject to foreign powers, a condition that has historically and remarkably persisted for millennia.
and I will restore the fortunes of Egypt and bring them back to the land of Pathros, the land of their origin, and there they shall be a lowly kingdom. It shall be the most lowly of the kingdoms, and never again exalt itself above the nations. And I will make them so small that they will never again rule over the nations.
English Standard Version (ESV)
This passage comes after Ezekiel's scathing prophecy against Egypt for its pride and its betrayal of God's people. God declares that the mighty empire will be utterly devastated, and then, in a surprising turn, He promises a future restoration for Egypt, not to its former glory, but to its ancient homeland in Pathros, where it will exist as a humbled, subject kingdom. This speaks to God's ultimate sovereignty over all nations, even those who oppose Him, and His intention to fulfill His purposes through them, however diminished.
God's judgment on Egypt isn't the end of the story. He promises a return, but to what kind of place?
Ezekiel declares that God will 'bring again the captivity of Egypt' and cause them to return 'to the land of Pathros, the land of their habitation.'
The Land of Pathros
This refers to Upper Egypt, the Thebaid. It's significant because this was considered the original seat of Egyptian power and civilization, the 'land of their birth.'
A Specific Return
Instead of being restored to a place of might or a wider dominion, their restoration is to a specific, ancestral homeland. This highlights that God's plan for them is not about regaining lost glory, but about a humbled return to their roots.
Egypt was once a superpower. How does God redefine 'restoration' for such a nation?
The prophecy culminates with a striking phrase: 'and there they shall be a lowly kingdom.' This is the paradox at the heart of Egypt's future.
Not a Return to Power
'Lowly' signifies a state of humility, subservience, and lack of former greatness. It means Egypt would never again wield the immense power and influence it once held on the world stage.

Commentators note how this has played out historically. After Nebuchadnezzar's conquest, Egypt became subject to various empires: Babylonian, Persian, Greek, Roman, and later Islamic caliphates and the Ottoman Empire. Its status shifted from a dominant force to a tributary or governed province, fulfilling the prediction of a 'base' or 'lowly' kingdom.
