Imagine being completely abandoned, exposed, and unwanted. That's where God found His people. Yet, He didn't turn away.
The imagery here is powerful. God describes passing by His people not once, but twice. The first time, they were infants, helpless and exposed (Ezekiel 16:5). The second time, they had grown, but were still in a vulnerable state, needing protection and care. This wasn't a love that waited for them to be worthy or appealing. It was a love that saw their desperate need and chose to act. God's passing by isn't a casual glance; it's an active looking, a purposeful intervention. He saw their 'nakedness' – their shame, their impurity, their utter destitution – and His heart moved with compassion.
