Empathy from Experience
Later in Deuteronomy (24:22), the law is explicitly tied to a reminder: "And you shall remember that you were a slave in the land of Egypt." The Israelites had been the "sojourners," the "fatherless," and the "widows" in their own history – vulnerable and dependent.
Gratitude Fuels Generosity
Having experienced hardship and then receiving God's deliverance and provision, they were to be motivated by gratitude. This memory wasn't meant to cause bitterness, but to foster a deep well of empathy. Understanding what it's like to have nothing makes sharing what you have a natural outflow of thankfulness to God, who provided for you when you had nothing.
