This verse reveals a crucial detail: the idea to send spies didn't come from God, but from the people themselves as a request to Moses. Their focus was on determining "the way we must go up and the cities into which we shall come," highlighting a desire for human strategy and control rather than trusting God's guidance.
Then all of you came near me and said, ‘Let us send men before us, that they may explore the land for us and bring us word again of the way by which we must go up and the cities into which we shall come.’ The thing seemed good to me, and I took twelve men from you, one man from each tribe.
English Standard Version (ESV)
As Moses recounts their journey to the Promised Land, he reminds the Israelites of their request to send spies ahead to scout the territory. This proposal, originating from the people themselves out of fear and doubt, was brought to Moses for approval before they were to enter the land God had promised them. The spies' mission was to report back on the best routes and the cities they would encounter, a plan that Moses initially found reasonable but would ultimately lead to disaster.
When you face the unknown, what's your first instinct? For the Israelites approaching the Promised Land, it wasn't immediate trust, but a strategic suggestion.
Deuteronomy 1:22 reveals that the idea to send spies into the land originated with the people, not God. Moses recounts this moment, highlighting their proposal: 'Let us send men before us, that they may explore the land for us and bring us word again of the way by which we must go up and the cities into which we shall come.' This wasn't a divine command at this stage, but a human suggestion born out of a 'great and terrible wilderness' experience. It shows us how easily our own anxieties can shape our plans, even when God has already promised victory. Their request was for information and a safe path, revealing a subtle lack of faith in God's guidance.
Is it always wise to gather intelligence before a major move? The Israelite spies' mission highlights how strategy can become an act of rebellion.
The proposal to send men to 'search out the land' and report back on the 'way' and the 'cities' seems practical on the surface. It's a logical step for any military campaign or significant undertaking – understand the terrain, identify targets, plan your approach. However, the context in Deuteronomy shows this 'reasonable' plan was an act of unbelief. God had declared, 'Behold, the Lord your God has set the land before you; go up and possess it, as the Lord, the God of your fathers, has promised you.' (Deuteronomy 1:21). Their desire to 'explore' and rely on their own reconnaissance, rather than trusting God's stated promise and His presence, was the core issue. It demonstrated that they 'did not believe the Lord their God' (Deuteronomy 1:32).

Forty years later, a new generation, having grown up in the wilderness, stands on the borders of Canaan, ready to enter and conquer, under the leadership of Joshua.

Hebrews 3:16-19This New Testament passage reflects on the Israelites' rebellion stemming from the spies' report, highlighting the theme of unbelief and its consequences for entering God's promised rest.
Deuteronomy 1:32-33Immediately following this verse, Moses rebukes the people for their lack of trust, directly linking their proposal to send spies to their failure to believe God's guidance, which had been demonstrated by His presence before them.
