What's striking here is how the apostles, facing immediate threats, don't just appeal to God's power but also to His foreknowledge, citing Psalm 2. They're not surprised by opposition; it was predicted, even the "rage" of nations and the "vain imaginings" of peoples, which the original language paints as animalistic ferocity and pointless scheming. This reminds us that God's plan includes the world's reaction, and He equips His followers for it.
who through the mouth of our father David, your servant, said by the Holy Spirit, “‘Why did the Gentiles rage, and the peoples plot in vain? The kings of the earth set themselves, and the rulers were gathered together, against the Lord and against his Anointed’— for truly in this city there were gathered together against your holy servant Jesus, whom you anointed, both Herod and Pontius Pilate, along with the Gentiles and the peoples of Israel,
English Standard Version (ESV)
Facing intense opposition after healing a man and preaching about Jesus, Peter and John are praying to God. They acknowledge God's ultimate authority over creation and then quote Psalm 2, recognizing that the violent rage of nations and rulers against God and His Messiah was not unexpected but foretold in Scripture.
The apostles quote Psalm 2 here, but what does it mean for David to speak 'by the Holy Spirit'?
This is a powerful declaration of biblical inspiration. When the apostles say David spoke 'by the Holy Spirit,' they aren't just saying David was a good writer. They're affirming that the Holy Spirit directly guided his words, making his psalm a divine message, not just a human poem.
Divine Authorship
Why do the nations rage, and why do people plot in vain? This ancient question has serious implications for us today.
The apostles quote Psalm 2:1, describing the Gentiles (nations) raging and the peoples (ethnic groups) plotting in vain. This imagery paints a vivid picture of opposition to God's purposes.

Who by the mouth ... - , Psalm 2:1-2 . This is a strong, solemn testimony to the inspiration of David. It is a declaration of the apostles, made in solemn prayer, that God himself spake by the mouth of David. This is the second part of their prayer. In the first, they acknowledge the right of God to rule; in this, they appeal to a prophecy; they plead that this was a thing…
