What was missing in 'John's baptism' that made Paul pause?
John the Baptist's ministry was powerful, calling people to repentance and pointing them toward Jesus (the Lamb of God). His baptism was a vital step, signifying a turning away from sin and a readiness for the Messiah.
However, John himself pointed to someone greater who would baptize with the Holy Spirit (Matthew 3:11). The disciples in Ephesus had received John's baptism, but they hadn't yet experienced the fullness of Christian baptism. They hadn't heard about or received the Holy Spirit in the way believers do in the church of Christ, a key element empowered by Jesus' resurrection and ascension.
Paul's question reveals that while John's baptism was a sincere step of faith, it was incomplete without the subsequent baptism in Jesus' name, which brought the gift of the Holy Spirit.
