The key insight here is that their answer, "we have not even heard that there is a Holy Spirit," doesn't mean they were ignorant of God's Spirit altogether. Rather, they hadn't heard that the Spirit had been poured out and was actively at work in believers, bestowing gifts and transforming lives, as John the Baptist had prophesied.
And he said to them, “Did you receive the Holy Spirit when you believed?” And they said, “No, we have not even heard that there is a Holy Spirit.” And he said, “Into what then were you baptized?” They said, “Into John’s baptism.” And Paul said, “John baptized with the baptism of repentance, telling the people to believe in the one who was to come after him, that is, Jesus.”
English Standard Version (ESV)
Paul encounters a group of disciples in Ephesus who have only been baptized with John's baptism of repentance. He questions whether they received the Holy Spirit when they became believers, and they admit they haven't even heard that such a thing is happening. This reveals they are missing a key element of Christian life, the empowering presence of the Holy Spirit that distinguishes it from John's preparatory ministry.
Paul asks a seemingly simple question, but the answer reveals a surprising gap in these disciples' faith journey. What's the real difference between 'believing' and 'receiving' the Spirit?
The Timing of Faith
Paul’s question, "Did you receive the Holy Spirit when you believed?" (Acts 19:2), isn't about if they believed, but when they experienced a crucial part of God's work.
Ask a follow-up
They hadn't 'even heard' about the Holy Spirit? How is that possible for disciples? This reveals a crucial distinction between knowing of the Spirit and knowing the Spirit.
Hearing vs. Experiencing
Paul's question and their response expose a profound misunderstanding. They weren't ignorant of the concept of the Holy Spirit from the Old Testament or John’s preaching, but they were unaware of its active presence in believers.

Paul's Arrival in Ephesus
The Apostle Paul arrives in Ephesus, a major city in the Roman province of Asia. He encounters a group of disciples who had previously been baptized by John.
This passage explains that the Holy Spirit was not yet given in the same way as described in Acts, highlighting a similar state of incomplete understanding about the Spirit's presence and work.
Matthew 3:11John the Baptist's own declaration that Jesus would baptize with the Holy Spirit directly contrasts with the Ephesians' ignorance, showing what they should have been aware of.
Acts 1:5Jesus' promise to baptize with the Holy Spirit shortly before His ascension is a foundational teaching that these disciples, surprisingly, seem to have missed.
Romans 8:9This verse clarifies that if anyone does not have the Spirit of Christ, they do not belong to Christ, underscoring the vital importance of the Spirit that these disciples lacked.
Ephesians 1:13Paul connects belief with receiving the Holy Spirit as a seal, providing a strong parallel to the missing element Paul identified in the Ephesians' faith journey.
