James highlights that Peter's story isn't just about Gentiles being allowed in, but about God actively choosing a specific people from among them, just as He had chosen Israel. This emphasizes that the Gentiles are being called to be a distinct, named people belonging to God, not just tolerated outsiders.
Simeon has related how God first visited the Gentiles, to take from them a people for his name. And with this the words of the prophets agree, just as it is written, “‘After this I will return, and I will rebuild the tent of David that has fallen; I will rebuild its ruins, and I will restore it, that the remnant of mankind may seek the Lord, and all the Gentiles who are called by my name, says the Lord, who makes these things
English Standard Version (ESV)
This passage occurs during a crucial debate in the early church about whether Gentile believers needed to follow Jewish laws, like circumcision. After Peter and Barnabas share their experiences of God powerfully working among Gentiles, James steps in to summarize and confirm Peter's testimony. He emphasizes that God's plan has always included bringing people from all nations into His family, not just Jews, a truth confirmed by Old Testament prophecy.
The early church wrestled with a revolutionary idea: God was choosing people from outside the traditional covenant community. How did this shift happen, and why was it so significant?
Peter, speaking before the Jerusalem council, recounts how God initiated a new work among the Gentiles. The language here, 'God first visited the Gentiles,' emphasizes this was an unprecedented divine action. It wasn't a human plan; it was God's initiative to 'take out of them a people for his name.' This act fundamentally challenged the existing understanding of God's people, which was almost exclusively identified with Israel. James, in his summary, echoes this, highlighting that God's intention was to form a new community, drawn from all nations, dedicated to Him.
What does it truly mean to be 'a people for God's name'? It's more than just a label. This phrase carries deep theological weight about belonging, purpose, and identity.
To be 'a people for His name' signifies a community set apart for God's exclusive possession and purpose. It means belonging to Him, being called by His name, and representing Him in the world. This isn't about ethnicity or heritage; it's about a chosen identity grounded in faith and devotion. The commentators highlight that this people would 'call upon His name' and be 'called by His name,' pointing to a deep relationship of worship and ownership. This divine selection wasn't for their inherent merit but for God's own glory and honor.

(14) Simeon hath declared . . . —The Greek form is Symeon, as in 2Peter 1:1 . The use of the old Hebrew form of the Apostle’s name, instead of the more familiar Simon, was natural in the Galilean speaker, and is presumptive evidence in favour of our having a report from notes made at the time. Simeon, or Simon, the name of Peter; but St. Luke, being himself a Hebrew, writes it according as they pronounced it, and not so contracted as the Greeks wrote it. A people; there were some at all times probably amongst the Gentiles who did fear God, as Job and his three friends; but they did not make a people, or such a number as is here spoken of.
