It's not just that Satan is involved in the lawless one's coming; the text says it's by his activity. This means the whole deceptive spectacle, including all the seemingly miraculous "signs and wonders," is Satan's direct work, not just something he's loosely behind. The power isn't truly divine; it's a manufactured illusion.
The coming of the lawless one is by the activity of Satan with all power and false signs and wonders, and with all wicked deception for those who are perishing, because they refused to love the truth and so be saved. Therefore God sends them a strong delusion, so that they may believe what is false, in order that all may be condemned who did not believe the truth but had pleasure in unrighteousness.
English Standard Version (ESV)
Paul is addressing the Thessalonian believers' confusion about the timing of Christ's return, specifically concerning a spirit of lawlessness that will precede it. He assures them that this impending deception, orchestrated by Satan with powerful illusions, won't happen until a great rebellion occurs and they are first taken out of the way. This warning is crucial for them to remain steadfast and discern truth from the coming counterfeit.
