A Forced Partnership
The text tells us Hoshea "became his vassal." This wasn't a friendly alliance or a mutually beneficial agreement. Vassalage meant Hoshea submitted to Shalmaneser's rule. He lost his independence.
The Price of Submission
As a vassal, Hoshea was required to pay "tribute." This was a heavy financial burden, essentially protection money. It drained Israel's resources and demonstrated their subjugation.
This situation highlights a timeless tension: sometimes, to survive, leaders (and individuals) must make costly compromises. The pressure to bow to a stronger power, whether political, economic, or social, is immense. Hoshea chose to pay tribute, a decision that ultimately didn't save his kingdom.
