The glory on Moses' face was temporary, a sign that the covenant it represented was also destined to fade.
Paul emphasizes that this glorious ministry, symbolized by the stone tablets, was 'being brought to an end.' This isn't to diminish God's faithfulness, but to highlight the shift from the Old Covenant to the New Covenant in Christ.
A Covenant of Judgment
The Old Covenant, while glorious and divinely given, ultimately served as a ministration of death because of humanity's failure to uphold its perfect demands. It was a covenant of 'if you do this, you will live,' and since no one could perfectly do it, it revealed condemnation.
A New Covenant's Enduring Radiance
In contrast, the New Covenant, established through Jesus, is a ministry of righteousness and life. Its glory isn't a fading light on a human face but the radiant presence of the Holy Spirit within believers, a glory that does not pass away.
