God's instructions to Saul in this chapter were crystal clear: utterly destroy the Amalekites and everything they owned. No exceptions.
The Divine Mandate
God's command was a judgment on Amalek for their past cruelty to Israel. It was total annihilation.
Saul's Compromise
Saul, however, spared the best of the sheep and cattle, and the king, Agag. He also let the people keep valuable plunder. He was trying to present an offering to God, but this was a direct defiance of the command to destroy everything.
