Peter is urging believers to submit to governing authorities, not out of fear or obligation to the humans themselves, but because of their relationship with God.
A Divine Mandate
This submission is framed as an act of obedience to God. Human institutions, even flawed ones, are seen as established or permitted by God to maintain order in the world. When we respect these authorities, we are, in essence, acknowledging God's sovereign hand in human affairs.
Not Blind Obedience
This doesn't mean blind obedience to unjust laws. The apostles themselves famously stated, "We must obey God rather than human beings" (Acts 5:29). However, the default posture commanded here is respect and submission to the God-ordained structures of society.
